Rehabilitation Support Services, Inc. is a nationally recognized not-for-profit agency with an annual operating budget of $50 million that provides services to individuals with disabilities in a 13 county region of NYS. Reporting to the Executive Director, the CFO serves as an integral member of the Agency’s Executive team located at our corporate offices in Altamont, NY.

Responsibilities include:

Plans, develops, organizes, implements, directs and evaluates the Agency’s fiscal function and performance in accordance with GAAP.

Provides leadership and guidance in the development of sound, accurate, and timely accounting and fiscal practices, policies and procedures, and financial strategic plan. Ensures compliance with all applicable regulatory requirements.

Provides strategic financial input and leadership on decision making issues affecting the Agency.

Provides timely and accurate development and analysis of budgets, financial reports and financial trends in order to assist the Executive Team, Board of Directors and other members of senior management in performing their responsibilities.

Provides technical financial advice and support to members of senior management to assist with program fiscal viability.

Optimizes the handling of banking relationships and initiates appropriate strategies to enhance cash position.

Develops and maintains a reliable cash flow projection process and reporting mechanism that includes minimum cash threshold to meet operating needs and the oversight of all aspects of investment management.

Supervises finance department management staff and indirectly provides oversight of all other department staff.

Develop and maintain systems of internal controls to safeguard financial assets of the Agency

Oversee the coordination and activities of independent auditors ensuring completion of the annual audit, preparation of financial statements, 990 filing and that all A-133 compliance requirements are met

Oversees relationship/works with IT vendor to ensure IT systems support business, communications, and client service delivery needs

Manages relationships with federal, state and local governmental units with whom the Agency contracts.

Qualified candidates must have a minimum of 10 to 15 years of progressively responsible fiscal management and leadership experience with responsibility for overall budgetary, accounting and fiscal operations in a healthcare, behavioral healthcare or human service non-profit environment to include demonstrated knowledge of non-profit accounting and auditing principles, contract management and administration. BA in Finance or Accounting is required with MBA and/or CPA preferred.
